The purpose of this project is to study the patterns of conflict and cooperation developed in Spanish regional parliaments between 1980 and 2010 and to know the motivations that make parliamentary groups (and their members) adopt an opposing or a cooperative line of action throughout the legislative process that covers the creation and passing of laws. In order to do that, the rate of consensus*1 (or conflict) in each legislature will be found and its correlates*2 will be analysed.
This project tries to illuminate some still unknown aspects about the relation between members of the Spanish regional political elite. This is a pioneering project, probably unique in Europe, about the impact of political behaviour in the legislative process. Since regional members of parliament are placed at the heart of democracy, the study of their participation in the legislative process becomes a key factor to understand the quality of democracy in any country.
Methodology
The Rate of consensus is the proportion of laws approved with affirmative votes and/or abstentions. Because of that, the proportion of laws approved with negative votes is a indicator of conflict.
On the other hand, there are independent variables that can be hypothetically related to the rate of consensus like the number of parliamentary groups, the type of majority, the party that sustains the government and the party in the opposition, the difference in votes and seats between the first and second party, the political climate, the rate of renovation of the political elite, the change of leadership.
Results
Las cámaras autonómicas aprueban leyes que regulan diferentes aspectos de la vida de la ciudadanía. Lo que no se sabe es qué autonomías son más productivas y los motivos que explican la alta o baja producción. Por vez primera se presenta una clasificación de las asambleas autonómicas en función de la producción media de leyes por legislatura. Como puede observarse en la tabla, La Rioja y Asturias tienen la producción media más baja, mientras que Navarra, seguida de Cataluña y de Madrid, presentan la actividad legislativa media más elevada.

Se ha estudiado el período 1980-2007 y se está indagando en los factores explicativos. Entre éstos, el equipo de trabajo está considerando aspectos como el partido de gobierno, la mayoría parlamentaria, la duración del gobierno, el clima político, las competencias transferidas, entre otros.
Adicionalmente, se está trabajando en una clasificación de las cámaras autonómicas según el grado de consenso/conflicto con el que aprueban las leyes.
