MetropoliAnd: Governance of the metropolitan areas of Andalusia

MetropoliAnd is one of the main research projects within this line that aims to analyze the possibilities of promoting the strategic model of governance in the Metropolitan Areas of Andalusia based on strategic city plans.

The development processes of contemporary cities go through the conformation of metropolitan dynamics that have as a consequence that the main challenges of urban development in economic, social and environmental terms have to be solved on a metropolitan scale.

This causes a distance between the real city and the administrative city, since it requires the proposal of public policies that go beyond municipal demarcations. There are many and varied formulas for inter-institutional cooperation to respond to this new metropolitan dimension of urban problems, and one of them is the so-called governance based on strategic urban plans.

In Andalusia, more than 70% of the population resides in metropolitan areas, of which there are 10 in the region. Therefore, it is necessary to have an adequate knowledge of the different systems of articulation of existing public policies at metropolitan scale and how it is possible to develop metropolitan strategic governance as an instrument of response to the new challenges posed by sustainable and integrated urban development.

The MetropoliAnd Project aims to determine the conditions to promote the mechanisms from which to raise the strategic governance model in the metropolitan areas of Andalusia from:

  • The analysis of the metropolitan orientation of the existing urban strategic plans in the Andalusian cities.
  • The characterization of the metropolitan areas of Andalusia and the governance models that are being applied in them.
  • And the assessment of the local governments of the metropolitan areas and the vision of other public and private actors of the same.
