Abstract: The conference presents an analytical framework to analyze local governance process and networks. Governance is analyzed as a collective action dilemma, and potential explanatory mechanism that could solve this dilemma and their results are presented. The proposal is applied to explain the change in urban policies in big Spanish cities, urban social innovation processes, and governance process in the implementation of urban regeneration projects. These examples show the possibility to apply the proposal to different contexts and policy sectors, as well as the limits of governance process in order to develop local public policies
