Reviewing and reformulating monetary policy for the 21st century

Abstract

In a context characterized by two consecutive severe economic crises - the Great Recession and the crisis derived from Covid-19 - and the exhaustion of conventional monetary policy with nominal interest rates at their effective lower bound, it is necessary to reformulate the actions of central banks through new instruments and multidimensional objectives in order to face the challenges facing our societies in the 21st century. It is against this background that this paper aims to assess how monetary policy has evolved in recent years and how new monetary policy designs could contribute to alleviating some of these challenges, such as high inequality and climate change. The paper distinguishes the "old challenges" from the "new challenges" facing monetary policy. The paper also addresses the future fit of monetary policy with the new expansionary fiscal policy implemented in all developed economies in the wake of the economic crisis caused by the COVID-19 pandemic.

Author Biographies

Juan Francisco Albert Moreno, Universidad de Valencia

Doctor en Economía desde 2021 por la Universidad de Valencia con la tesis con mención internacional y por la que obtuvo la calificación de Sobresaliente ‘Cum Laude’. Juan Francisco también es graduado en Economía por la Universidad de Valencia y ostenta un máster en Economía Aplicada por la Universidad de Alicante y un máster en Filosofía Teórica y Práctica por la UNED. Sus intereses de investigación son la teoría monetaria, la desigualdad y la macroeconomía aplicada. Juan Francisco Albert ha sido investigador visitante en la London School of Economics (LSE) y en el Banco Central de los Países Bajos: De Nederlandsche Bank (DNB). Ha sido premiado como joven investigador para realizar diferentes proyectos relacionados con su tesis doctoral por el Ministerio de Ciencia y Universidades, la Fundación Alternativas y la Fundación Banco Sabadell.

Carlos Ochando Claramunt, Universidad de Valencia

Doctor en Ciencias Económicas y Empresariales por la Universidad de Valencia, es actualmente Profesor Titular de Política Económica en el Departamento de Economía Aplicada de dicha Universidad. Sus principales líneas de investigación han sido la política de rentas, la distribución de la renta, la organización y resultados del Estado del bienestar, las reformas institucionales llevadas a cabo en los sistemas de Seguridad Social en diferentes países y el sistema de pensiones en España. Desde el 2020 es director del máster en Política Económica y Economía Pública de la Universidad de Valencia.
