Relations between the State and LGBTIQ+ Families in the Exercise of Parenting
The Case of the Chilean Civil Registry

Introduction: In Chile, the Equal Marriage Law (2021) allowed same‐sex couples to marry and adopt. However, institutional and cultural barriers persist, limiting the recognition and participation of LGBTIQ+ families in parenting. Objective: To analyze the discourses of LGBTIQ+ families and Civil Registry officials regarding affiliation processes and their impact on parenting. Method: This is a qualitative, interpretive study. Sixteen in‐depth interviews were conducted: 12 with LGBTIQ+ families and 4 with Civil Registry officials. Thematic analysis was used to identify tensions between legal frameworks and institutional practices. Discussion: Families emphasized legal affiliation as essential for security and social validation, yet they experienced symbolic discrimination, administrative obstacles, and exclusionary language. Officials acknowledged legal progress and institutional efforts but also noted cultural resistance and operational limitations. Conclusions: There is a gap between inclusive legal frameworks and the persistence of heteronormative institutional practices. This dissonance restricts the full exercise of parenting and affects the well‐being of LGBTIQ+ families. A deep transformation of institutional culture is needed to ensure effective implementation of acquired rights.
