LA ESTRATEGIA DE SEGURIDAD NACIONAL DE GEORGE BUSH Y BARACK OBAMA. SEGURIDAD VERSUS DERECHOS HUMANOS
Abstract
El objeto de este artículo es precisar las diferencias entre Bush y Obama en política exterior y más concretamente en el ámbito de la guerra justa. Se examinan dos documentos muy importantes, las estrategias de seguridad nacional, diseñados por ambos presidentes, que muestran las semejanzas y divergencias entre ambos en relación con una serie de conceptos: guerra preventiva, política con Estados canallas, liderazgo internacional, estrategia militar… En síntesis, Bush entiende que Estados Unidos desempeña un papel único en el concierto de las naciones, como promotor y guardián de la paz del mundo. Tiene una misión especial que le corresponde por ser una nación excepcional. De donde deriva también una especial responsabilidad ante Dios, el mundo y los ciudadanos estadounidenses. Obama no cree que la nación americana tenga una misión única y especial como guardián de la paz mundial. Estados Unidos es en su opinión el líder de un concierto de naciones, donde todos los Estados deben ser responsables en la tarea común de la prosecución y mantenimiento de la paz mundial.Downloads
