Internet: los retos de la ciberdemocracia

Este artículo analiza las bases político-sociales y tecnológicas de las que parte el potencial desarrollo de la democracia en Internet. Para ello se detiene en los diversos aspectos que influyen más directamente sobre la misma: (1) en el fenómeno globalizador como marco de fondo en el que se enmarcaría (2) la historia de la creación de internet y las características técnicas que de él persisten hoy en día determinando la comunicación democrática (3) las brechas digitales existentes, (4) los enfoques doctrinales sobre la ciberdemocracia y los conceptos cercanos y (5) un análisis final sobre los riesgos y oportunidades que ofrece la red para el desarrollo y transformación de la democracia.

This article examines the political foundations of social and technological potential on which the development of democracy online is based. It examines the various aspects that are more directly influential (1) The phenomenon of globalization as backdrop (2) The history of the creation of the Internet and its technical features remain today as ones of democratic communication supported by it (3) The digital divide, (4) The doctrinal approaches and related concepts of cyber-democracy (5) A final analysis of the risks and opportunities that Internet offers for the development and transformation of democracy.
